Hi Macbeth,
If the cylinder head had new valves and guides  on the rebuild it would be fairly usual that the mixture is now too rich.
Old worn guides allow air to be drawn in weakening the mixture. Remove the leak and then the mixture is too rich.
I have found that twin carbs are best set up using vacuum gauges, but you need tappings in the inlets to use these
