Good heavens. Used to have a handle like that on our Ransomes tractor. Was used to raise whatever implement you had behind (no hydraulics). Attached a pic of one for those not familiar with them. Started driving ours when I was around 12.
note: handle was to the right and behind driver's seat. Not one on the tractor in the pic.
