Obviously from the period as the swimsuit covers the naval , the showing of which was considered obscene till the late 60's
And governments wonder why women have such a hard time being treated as humans & not a play thing for males.

I don't think so. The reg starts with a 'C' which is a prefix. 1965 reg plates had 'C' as a suffix. 'C' prefix was used in about 1985. I suspect the photo was taken overseas.
