Obviously a race bike, but I'm trying to figure out just what kind of racing it's for. 

I would have said U.S. 3/8 mile track or short-track dirt, based on the seat and the big rear sprocket - you want a bike that you can leave in one gear, lay over hard in the turns, and top out at about 65-70 MPH in high gear on the short straights with BIG acceleration out of the corners.  A little like "speedway" but with regular bikes.

But that knobby rear tire would never do for that sort of thing - people use only Pirelli MT-53s or modified Dunlop K70s for that.

Then I thought maybe desert scrambles racing - but the rider would either be dead or severely maimed if he tried that with that seat.

So is there some sort of European racing that that bike would be set up for?

Looking at the nearby terrain and considering the very low gearing, it appears to be for hill climbing. By the way, I wasn't the least bit surprised when I looked up "Sumner's Motors" and found them to be in Fresno, California. The appearance of the terrain is a perfect fit.

Could be, but usually the dedicated hill-climb bikes have extended swingarms to keep them from going over backward on a steep hill.  And they're usually pretty bashed - up, since almost every run ends in the bike intentionally falling over ...

Interesting I quite agree, I never seem to think a bike looks very 'finished' without a front mudguard/fender, but look at the front brake cable! Looks like its in danger of getting snagged in those chunky threads. Not sure I like the timing cover chopped and dynamo bay removed, the unchopped timing cover is unique to the A10 I think most will agree.

looks mean alright, I noticed that chopped timing cover right off the bat too.  interesting that that would eliminate much weight, but it looks like they might have added something up there?

Well, I suppose it doesn't HAVE to be a race bike, it could be something that someone built just to have fun in the dirt.  Usually people base those on preunit single beaters, but you never know.  That bike looks like a lot of money for something you wouldn't ride on the road and wouldn't race.  Pretty thing.
