rocking arm quadrant

I had to have a new bushing machined for my inner cover quandrant stop. I took a photo of the position of the rocking arm quadrant and thought I assembled it correctly using the photo, but I only have 1st and 2nd gears. Is there a trick to get proper alignment at this point so all gears work? I have a STD T and there are no "red dots"  (Haynes Manual) but there are shallow punch indicators.

Hi Ron,
Sometimes the painted "dots" are not correctly placed???
I have found it necessary to go one tooth out????
I engage first gear with the camplate and then place the arm near one of its travel,one tooth away from the arm touching the case
Then try the gear change mech and see if all the gears work,
Its harder to describe than to actually do ????
