Are those competing petrol stations, one BP and the other Shell?  Can't tell what the third pump is, guessing kerosene.

  The Winged Helmet  logo was National Benzole, another brand of the conglomerate cartel of Shell-Mex and BP. So they were all brands within the same family and if truth be known all coming from the same tank. That's marketing for you.

 Back in the 1950's us Brits had Cleveland Discol, spiced with industrial alcohol for some marketing spin... for cleaner combustion or some other USP.   Funny it was delivered in ESSO tankers.  Esso being those folks the rest of the world know as Standard Oil or EXXON.

So what is it? Singer?

Yes, might be a Singer. I tried looking at pictures of cars from that period but didn't find a match for that radiator shape.

Nice pic GB.
It's very Singer Junior, late '20s, but the radiator surround shape, wider at the bottom than the top, doesn't quite match the pix I can find. The bonnet louvres, the deep windscreen, the lamp bar and sidelights all look very close indeed to one that I could find though. The spare wheel's at a bit more of an angle too.
Singer had a bit of a dog's breakfast of models in far too many variants for economical production by the end of the 20s / start of the 30s, so it's quite hard without being a marque enthusiast to know quite what was what. Changes in radiator grilles being just one of their habits.  Georgano's encyclopaedia listing all cars ever made - over 4000 marques in my 1960s edition - has lots on Singer, but no exact match pictured.
