My first road going motorbike was a very similar Excelsior Consort, Villiers 98cc with two gears.

Front of the saddle looks potentially painful for male riders should a good sized bump be encountered.

Do you remember when the Welbike and other pare bikes used to turn up at boot sales for a few quid?  Should have a bought a few and  put them by!

Definitely a Flying Flea.
My first bike was one of those but a 1948 version.
It is still lying in the shed unloved.
There is a bloke in Tasmania who is in the process of restoring a military model along with a couple of civilian models.

I have a surplus ML125 sold off just after the war but have not got to it yet. At the rate things are going may never get it done! Have a ‘49 Famous James waiting for some love as well. Have to get to some other bikes first
