Oil tank and toolbox mounting long bolts

 The bolts that go through the ears on the swing arm frame, through the tool box/ oil tank, the ones with the rubber spacers.

 Do those bolts pierce the rear mudguard on the 1958 bikes?

 My fenders don't have holes for this, but I keep running into pictures of those bolts used as fender mounts. *conf*

They dont, they only mount the oil tank and tool box.

Below from an earlier catalogue but shows the principal.

 I just was not sure if maybe my fenders were welded over, or what was going on.
