Hi,
Its a garter rather than a belt. A heraldic symbol.
BSA manufactured Martini Henry rifles under licence.So it is probably those that the rifles represent.

could well be a garter as they crop up a lot on Brit trade marks an such, however I wonder how many garters had buckles and metal loops on them.
There again I'm no expert on the wearing or use of garters
Do like your phots of the piled arms though these are the ones I prefer
