cleaning petrol tank

having trouble with a dirty tank, not much rust more like diesel, cleaned the carb and replaced fuel but still wont let fuel through carb. tried a remote fuel feed after re cleaning carb and it runs fine. for some reason this oily film is causing a problem. dont want to line the tank just yet, so whats the best thing to clean the insides without wasting more petrol.

Take it to the nearest garage with a jet wash, stick the nozzle in the filler cap and run the full cycle through it. I do this with my oil tanks every oil change and it leaves them nice and clean and free from any sludge.
