Title: American motorcycle paperwork

My bike has a clean title issued by ths state of Wisconsin. The engine numbers are used ss the identifier, not the frame numbers.

 Is this normal here for our bikes?

 I have been kicking around building up a bike from spare parts, but I  have to figure out how to source a title.

Down here it's the frame number. Over there I thought it was the engine number as for many years HD's didn't have a frame number.

My '55 A10 has been registered by engine number since new in California. My '57  A7 had a questionable overstamp on the frame when it showed up here (several years ago now) after purchase on eBay. I called the Illinois Secretary of State's office to ask if I would have trouble registering it based on the confirmed bill-of-sale and the frame stamp. They offered to send someone to look at it. Two plain-clothes SoS police showed up a couple of days later. They loved the bike and decided the frame number was not a problem. I got a letter blessing the registration.
